Anne Ruwet is the chief executive officer CCARC, INC. She is responsible for the overall administration of the agency with an annualized budget of $11 million that has included contracts with Connecticut Department of Developmental Services, Department of Children and Families, and Department of Social Services and various school districts for vocational, educational and residential programs for more than 200 people with disabilities. Before that Anne was director of community services at the Jay Nolan Center from 1984 to 1992 and director of development at FAVARH, Inc. from 1992 to 1994.

From 2003 to 2008, Anne served as a state representative. During that time, she was a member of the education, finance revenue & bonding committee and the children's committee. She was also a member of the CT After School Alliance and the Youth Futures Council. In addition, she was a member of the American Legislative Exchange Council (ALEC) where she served for six years on health and human services. During her time as a state representative, she also worked as a legislative advocate, proposing and supporting legislation for Litchfield County Courthouse, Torrington Downtown Redevelopment and other legislation to support a business-friendly environment.

Anne joined the Commission on Non-Profit and Health and Human Services in 2010, and was appointed by Governor Malloy to the Governor’s Cabinet on Non-Profit and Health and Human Services from September 2011-2018. In addition, Anne was appointed by the Nonprofit Alliance to represent the nonprofit agencies that have purchase of service agreements with the State of CT to work on two Lean projects initiated by the Office of Policy and Management. The first was to find efficiencies with Residential Licensing inclusive of DDS, DHMAS, DCF and DPH and the second was to find more efficiencies in the purchase of service processes with residential facilities that contract with these state agencies.

Anne is a member and past president of the New Britain/ Berlin Rotary Club, a corporator for both the Hospital for Special Care and Brooker Memorial; a board member of the Connecticut Nonprofit Alliance, and a member of the New Britain/Berlin Chamber of Commerce.

Anne received an AS from CT State Community College Northwestern, and a BS in applied behavioral sciences at George Williams College.
