2023 Community Report: Community is Built Together
September 26, 2024
NCCF transforms lives and strengthens communities in Northwest CT by connecting donors who care with causes that matter.
NCCF has granted more than $60 million to area non-profits and scholarship recipients, making a meaningful difference for the homeless and hungry, for our libraries, our schools, our churches, and our environment. Most importantly, thanks to the generosity of donors like you, NCCF improves the lives of people in your town.*
*NCCF serves Connecticut’s Northwest Corner, including the 20 towns of Barkhamsted, Bethlehem, Canaan (Falls Village), Colebrook, Cornwall, Goshen, Hartland, Harwinton, Kent, Litchfield, Morris, New Hartford, Norfolk, North Canaan, Salisbury, Sharon, Torrington, Warren, Washington, and Winchester/Winsted.
Funds Build Connections, Strengthen Communities
More than 370 NCCF funds address current and emerging needs in the areas of arts and culture, civic improvements, basic needs, animal care and conservation, and put education within reach for local students.
Berson Prevention Fund for Susan B. Anthony Project Established as part of the Edwards Endowment Project, this agency fund supports the Susan B. Anthony Project in its goal to promote safety, healing, and growth for all survivors of domestic and sexual abuse and advocates for the autonomy of women and the end of interpersonal violence.

Women’s Leadership Initiative Fund This fund’s mission is to mobilize the power of women to advance the common good in our communities. Fund advisors focus on women, children, and families, by creating programs that seek solutions and will improve their lives.
Supporting Organizations
Supporting Organizations are similar to private foundations in that they operate with a separate board of directors with grant-making responsibilities, but because they operate under NCCF they operate more efficiently and with the benefits of a public charity. Directors enjoy a high amount of involvement in their philanthropy while benefiting from NCCF grant and investment expertise and administrative support.
FOUNDATION FOR COMMUNITY HEALTH Foundation For Community Health works together with people and organizations to improve the health and well-being of residents in our community, especially those that have historically been under-resourced. Foundation For Community Health makes grants, conducts research, provides technical assistance, and supports collaborations and advocacy with a focus on underlying conditions impacting health, such as homes, schools, workplaces, and neighborhoods.

The Roberts’ Legacy of Love, and…Tall (But Truthful) Tales
"As the town historian, Douglas Roberts seemed to hold the memories of an entire community in his heart. A resident of Riverton for more than 80 years, he enjoyed regaling townspeople and visitors with tall (but truth- ful) tales about the town and its residents from his town historian booth at the Riverton Fair—rumors of bootleggers at the Riverton Inn, the lighthouse nestled deep in the woods of Barkhamsted, and from his time in WWII, the top hat that drew the ire of Gen. GeorgeS. Patton. Anyone who knew him would tell you, Doug had stories to tell and a great love for his hometown of Riverton.
Doug lived in Riverton his entire life, attending the two-room Riverton schoolhouse and then a newly built Gilbert School, where he played base- ball. At the age of 18, Doug left Riv- erton to serve in WWII. He served as a radar operator for Troop D. Calvalry.
He and Janet, his wife of 47 years, loved animals and the outdoors— growing vegetables, planting flowers in their yard. Janet canned fruits and baked pies. They enjoyed countless hours of volunteering, Janet as a member of the Riverton Volunteer Fire Ladies Auxiliary, and Doug as a charter member of the Barkhamst- ed Historical Society, Fire Chief for the Riverton Volunteer Fire Depart- ment, and a member of the Riverton American Legion Post #159, and the Barkhamsted Lions Club.
An expert in Hitchcock chairs, Doug established a furniture workshop next to the Hitchock Factory in Barkhamsted. He restored furniture and built antique reproduction tables, chairs, and beds, and collected antique items: tools, postcards, and photos. If you stopped by to see Doug in his workshop, he might tell you about the time during his service in WWII when he was rolling through Normandy in one of a line of ar- mored tanks. He popped his head out of the tank hatch wearing a men’s fashion top hat he had found in town instead of his military-issued helmet. He instantly caught the eye of Gen. George S. Patton, who happened to be sitting at an intersection with his driver. Doug quick- ly tossed the top hat, but Gen. Patton chased him down and gave him a talking-to.
He might tell you about the love story be- tween a young Barkhamsted lady and her beau, a Native American. When the young lady’s father refused to let her marry, the two ran off together. They set up a homestead deep in the woods of Riverton, where her father would not find them. Over the decades their family and their children’s families settled close by. The surrounding areas became more populated and eventually a stagecoach route from Albany to Hartford was cut through the rural area.
As the coaches passed by the couples’ cabin in the evening, the warm glow of the hearth brightening the thick dark woods, the driver would exclaim: “There is the Barkhamsted Lighthouse. Five more miles to port” (the next stop). “Doug never met anybody he didn’t like,” said Dave Roberts, his nephew. “He would talk to everybody whether he knew them or not, and Janet was a wonderful person, who always had a smile for everyone.”
Janet passed away in 2012. Doug followed her in 2022, but not before ensuring that his hometown of Barkhamsted would continue to be a place where local history is celebrated and education is within reach for future generations. Through his estate planning, Doug established the Northwest CT Community Foundation Douglas and Janet Roberts Fund. The fund supports the Barkhamsted Historical Society, educational enrichment for Barkhamsted residents, and regional nonprofit programming that benefits the residents of Barkhamsted.
“Doug and Janet lived a good, but a very frugal life,” said Dave. “Establishing a fund with the Northwest CT Community Foundation was an opportunity to give back to the community that meant so much to them.”
Since its inception, the Northwest CT Community Foundation Douglas and Janet Roberts Fund has awarded $7 million in grants and scholarships.
Gifts Bring us Together and Create Positive Change

NCCF Funds and Adaptive Sports Inspire Local Athletes
The scenic hiking trails at Norbrook Farm Brewery in Colebrook take hikers, mountain bikers and runners through cool winding wooded paths and vast open spaces to a scenic tower and beyond. Summit Adaptive Sports of New Hartford is helping increase access to these trails to individuals with physical and intellectual disabilities.
“Our goal is to provide opportunities for athletes with disabilities to participate in outdoor sports programs for health, wellness and lifestyle enhancement,” said Karen Cook, Summit Adaptive Sports executive director. Volunteers have been providing adaptive alpine skiing and snowboarding at Ski Sundown for years, and are now expanding programming in disc golf, hiking, mountain biking and trail riding.
In 2023, Summit Adaptive Sports staff reached out to NCCF to support their new hiking program. A grant from the Northwest CT Community Foundation Edwin M. Stone and Edith H. Stone Fund enabled the nonprofit organization to purchase two GRIT Freedom Chair 3.0s, manual all-terrain wheelchairs with mountain bike tires and suspension and gears that allow athletes to use levers to push themselves forward. The chairs feature handles that enable volunteers to push or pull the chair as needed.
“I loved hiking with all of the Summit coaches because it was so nice to be outside,” said Kyle, a Summit Adaptive Sports athlete.
“I hope to do more kayaking and hiking soon.” “Without the generous grant from Northwest CT Community Foundation Edwin M. Stone and Edith H. Stone Fund, we would not have been able to start our hiking program last year.”
Grants Support a Vibrant, Diverse Community
More than $4.8 million in grants were awarded through the generosity of fundholders, fund advisors and donors, nonprofits were awarded millions of dollars in grants in support of immediate needs, and programs and capital projects to support local nonprofits working to improve lives and strengthen communities.

Investment Report
Our goal has always been to nurture and enhance the value of our philanthropic assets over the long term–as markets allow from year-to-year–by seeking the highest possible inflation-adjusted returns directed by an asset-allocation policy that is overseen by our Board of Trustees and operating at all times within a prudent level of risk as determined by the ongoing vigilance of our Investment Committee, which reports to the Board. NCCF employs a total-return approach–the industry standard–in which asset yield and appreciation are weighed equally in investment decisions. In the interest of transparency and compliance, our financial and investment reports are executed in accordance with investment concepts and best practices governed by both the Uniform Prudent Management of Institutional Funds Act, and the Uniform Prudent Investors Act. We are pleased to continue offering customized accounting, so each of our funds enjoys individualized reporting, while benefiting from the economies-of-scale garnered from our pooled investment strategy. In 2023, NCCF partnered with DHK Financial Advisors, a decades-experienced financial advisor managing more than $1 billion in assets.
We are proudly committed to the following five core investment principles:
Long-Term Horizon
Broad Diversification
Low Investment Fees
Timely Reporting & Accountability
Reduced Complexity
Corporate Investment Returns
