NCCF has granted more than $65 million to area nonprofits and scholarship recipients, making a meaningful difference for the homeless and hungry, for our libraries, our schools, our churches, and our environment. Most importantly, thanks to the generosity of donors like you, NCCF improves the lives of people in your town.*

More than 370 NCCF funds address current and emerging needs in the areas of arts and culture, civic improvements, basic needs, animal care and conservation, and put education within reach for local students.*

FUNDS ESTABLISHED IN 2024

Berson Prevention Reserve Fund of Susan B. Anthony Project, Inc.

Established as part of the Edwards Endowment Project, this agency fund supports the Susan B. Anthony Project in its goal to promote safety, healing, and growth for all survivors of domestic and sexual abuse and advocates for the autonomy of women and the end of interpersonal violence.
 

Lawrence J. and Mary Dranginis Cianciolo Fund

This fund was established in memory of Mary Dranginis Cianciolo, a beloved educator at Vogel Wetmore Elementary School and Torrington Middle School for more than 30 years.
 

David and Marlene Carrozzo Frigo Charitable Fund

The David and Marlene Carrozzo Frigo Fund is designated to support spiritual, civic and cultural institutions locally, including scholarships for students who have graduated Oliver Wolcott Technical High School, the Torrington Library, UNICO National Torrington Chapter, Inc.’s work on the Christoforo Columbo Park and Monument, Soldiers Monument and Memorial Park in Winsted, and the Torrington Historical Society.
 

David Murelli Scholarship Fund

This scholarship fund was created to honor the memory of David John Murelli of Torrington, CT, a beloved community member, local businessman, youth sports coach, and devoted husband and father, whose generosity extended to everyone he met.
 

Dennis G. Sherva Endowment for Community Leadership

Established through estate planning of Dennis Sherva, this endowment supports the Northwest CT Community Leadership Fund—providing warm beds and nutritious meals for struggling community members, enable access to education for deserving students, conserve natural spaces that protect wildlife, support arts programs that inspire creativity and nourish hope, and so much more.Eugene F. Zordan and Erminia Zordan Scholarship FundThis endowed scholarship fund was established by Marie Zordan to provide financial support to students in need from Northwest CT who are pursuing undergraduate or graduate degrees.

Three-family houses lined the streets of downtown Torrington, sheltering multi-generational families, young couples with children, as well as aunts and uncles, and grandparents. Many residents worked at the Torrington Company, crafting needle bearings, or at Fitzgerald Manufacturing Company, building electric ranges, toasters, percolators, and clothes irons. In the early evenings after dinner, families walked and chatted, holding their children’s hands as they made their way toward the Carvel stand on South Main St. to enjoy an after-dinner soft-serve ice-cream cone. This was the Torrington that Raymond and Gloria Oneglia knew, a factory community where they built O&G Industries and raised their children: Cynthia, David, and Raymond, Jr.

Raymond had recently returned from an enrollment in the Army and was working as a concrete laborer when he and Gloria married and started their family. He and his brothers, Francis and George, worked together to build upon the construction business that their father, Andrew, had co-founded with his wife, Virginia, as bookkeeper. Each of the brothers focused on a different division. They built what is now O&G Industries.

Gloria crafted a warm home filled with the scents of nutritious, made-from-scratch soups—bean, vegetable, simmering chicken stock. Music was ever-present, cascading throughout the house—the upbeat tempos of Billy Vaughn, and the soothing and playful periodicity of Annunzio Paolo Mantovani and his orchestra.

“They didn’t have much starting out, and my father worked long hours,” said Raymond, Jr., “but they built a nice life for us.”

Gloria cared for her community the way she cared for her family. She delivered homemade noodles and soup to ill friends and family members, and she volunteered to drive community members to their medical appointments.

“She had a giving spirit,” said Cynthia. “She gave in small ways that made a big difference. She knew instinctively that nutrition is essential to health, and she crafted every meal with that in mind.”
 

Raymond and Gloria instilled the value of hard work in their children. David and Raymond, Jr. spent their summers at O&G Industries working with concrete—laboring, and even driving machinery—with much supervision. Cynthia worked summers in the main office in Torrington.

On weekends, Raymond and Cynthia went on long walks together. They discussed philosophy and played at outwitting each other. Later, as the business allowed, Raymond took the children flying in his small personal airplane—encouraging them to be adventurous and to travel.

Raymond and Gloria enjoyed family get-togethers and golf outings. And they supported the community that enabled them to build a successful life and business. Raymond served on the Torrington Board of Finance. Through O&G Industries, Raymond and Gloria supported the 2002 Warner Theatre restoration. The newly opened theatre was named the Virginia and Andrew Oneglia Theatre, after Raymond’s parents.

In 2009 Raymond passed away. Gloria followed him ten years later. As Cynthia, David, and Raymond, Jr. settled Gloria’s estate, they knew how best to honor their parents. In 2020, they established the Northwest CT Community Foundation Raymond A. and Gloria B. Oneglia Family Fund. The endowed donor-advised fund honors their parents and enables them to give back to the community they love.

The first grants from the fund supported a cause close to Gloria’s heart—healing her neighbors with nutritious food and providing a warm loving home—through FISH of Northwestern CT, Community Kitchen of Torrington, and Friendly Hands Food Bank.

“Every homeless person is an individual facing tough, economic times; and every hungry family has their own unique story,” said Deirdre DiCara, FISH of Northwestern Connecticut executive director.

“Our parents provided a great life for us,” said Raymond, Jr. “By establishing a fund with NCCF, we have been able to honor their lives and to support a number of different organizations giving us a broad way to give back to the community we love.”

Foundation for Community Health
Foundation For Community Health works together with people and organizations to improve the health and well-being of residents in our community, especially those that have historically been under-resourced. Foundation For Community Health makes grants, conducts research, provides technical assistance, and supports collaborations and advocacy with a focus on underlying conditions impacting health, such as homes, schools, workplaces, and neighborhoods.

FUNDHOLDERS, COMMUNITY HEALTH AND WELLNESS BRING QUALITY HEALTHCARE TO NORTH CANAAN

Residents in rural communities such as North Canaan, Falls Village, Cornwall, Kent, Norfolk, Salisbury, and Sharon often experience shortages of primary care and other healthcare providers, sometimes travelling great distances for care. 

Opened in 2024, Community Health and Wellness’s new Regional Healthcare Center addresses this need. The state-of-the-art Federally Qualified Health Center provides critical care, including primary medical care, behavioral health counseling, chiropractic care, and nutritional support to all ages, meeting the needs of the Northwest Corner, regardless of the patient’s financial circumstances. 

In early 2024, Community Health and Wellness applied for an NCCF cycle grant requesting support for the project. A $75,000 grant from the Northwest CT Community Foundation: Keroden Endowed Fund, Edward W. Diskavich Fund, Robert V. Carr Fund and Robert Venn Carr, Jr. Fund was awarded on a multi-year schedule, enabling the purchase of essential medical equipment–examination tables, EKG machines, medical supplies, wheelchairs, a vaccine refrigerator, and point of care medical equipment.

SCHOLARSHIPS PROVIDE FOR BRIGHT FUTURES

Local students were awarded more than $440,000 in scholarships and academic awards providing them with the support they need to become the next generation of scientists, engineers, artists, teachers and medical professionals. Scholarship recipients began and resumed classes in the fall of 2024 with majors that varied from healthcare to transportation.

 

INVESTMENT REPORT

Our goal has always been to nurture and enhance the value of our philanthropic assets over the long term–as markets allow from year-to-year–by seeking the highest possible inflation-adjusted returns directed by an asset-allocation policy that is overseen by our Board of Trustees and operating at all times within a prudent level of risk as determined by the ongoing vigilance of our Investment Committee, which reports to the Board.

NCCF employs a total-return approach–the industry standard–in which asset yield and appreciation are weighed equally in investment decisions. In the interest of transparency and compliance, our financial and investment reports are executed in accordance with investment concepts and best practices governed by both the Uniform Prudent Management of Institutional Funds Act, and the Uniform Prudent Investors Act. We are pleased to continue offering customized accounting, so each of our funds enjoys individualized reporting, while benefiting from the economies-of-scale garnered from our pooled investment strategy. In 2023, NCCF partnered with DHK Financial Advisors, a decades-experienced financial advisor managing more than $1 billion in assets.
